It's a pretty bad elite for pve, unless you go into a heavy enchantment area.

If you have Factions, cap yourself [[Glass Arrows]. It lasts longer, the +damage is easier to achieve since it requires investment in Expertise, rather than Wilderness Survival and the damage is unconditional, unlike Melandru's Arrows. The bleeding is no biggie. If you want Bleeding with Glass Arrows you just use an attack skill ([[Hunter's Shot], [[Screaming Shot]), unless the foe blocks in which case you bleed them anyway.
Aaaaanyhoo. Why do you want a Melandru's Arrows build specifically? If is because you think it's good, or because you just capped it and want to use it?

I tend to shy away from using elite preparations, simply because other ranger elites are so much better, like [[burning arrow]/[[broad head arrow]. The best prep in my opinion is [[apply poison].

Well, I won't question your motivation as to wanting to base a build around Melandru's Arrows (though I agree with every reply in this thread, except maybe that Apply Poison is thee preparation, because I like Read the Wind equally). If you insist on using it, then choose skills that take advantage of the bleeding condition, specifically:
[Signet of Infection]
Rangers can't inflict disease by themselves, so this is a great way to do so without going /N. You should also think about an IAS to squeeze the most damage you can from the 18 seconds you'll have it up:
[Flail] (requires /W)
[Lightning Reflexes] (my personal favorite, recharge kills it but [Dwarven Stability] synergizes fairly well)
Or use [Needling Shot] to hit for ~50+ constantly, enhanced by IAS, when they're at half health.
Otherwise, I don't have any full builds that utilize this elite.

Read the wind doesn't affect BHA.
I really wouldn't use melandrus arrows. If you want to spread conditions its none elite counterpart allows you to take poison arrow or burning arrow, and it has (nearly) no drawback

If you want to have Barrage, you can go to Nightfall, then you gonna do the quest where Koss gets Captured, and then you do the quest an at the end there is a ranger boss with barrage, barrage is a cool elite with splinter weapon, so try it out. (Barrage was my first elite on ma ranger )
